Amazon is expanding its commercial liability insurance rules for US sellers. From November 2, 2026, sellers with products in categories that have enhanced safety listing requirements must carry at least USD 1 million in coverage, whatever their monthly sales.
According to the official Seller Central announcement, the new category rule covers both new and existing listings. The existing USD 10,000 monthly sales trigger stays in place for everyone else.
What exactly is changing?
Requirement | Before November 2, 2026 | From November 2, 2026 |
|---|---|---|
Sales-based trigger | Insurance required within 30 days of exceeding USD 10,000 in monthly gross proceeds | Unchanged |
Category-based trigger | Not applicable | USD 1M coverage required for products in enhanced safety categories, regardless of sales |
Minimum coverage | USD 1M per occurrence and in the aggregate | Unchanged |
Mainland China-based sellers | Any qualifying insurer | New policies must come through the Amazon Insurance Accelerator (AIA) |
Amazon names children's products, cosmetic and ingestible products, and lithium battery products as examples, and says the list is not exhaustive. Valid non-AIA policies submitted by China-based sellers before November 2 can be used until they expire.
Why does this matter for sellers?
Smaller and newer brands in these categories were often below the USD 10,000 trigger and never needed a policy. That exemption is gone. If your catalog includes toys, supplements, skincare or anything with a lithium battery, you need coverage in place regardless of how much you sell.
What should sellers do now?
Audit your catalog: Check every ASIN against Amazon's Product categories with enhanced safety listing requirements help page.
Get quotes early: Insurers take time to underwrite, especially for supplements and battery products.
Confirm the policy covers the right products: Coverage must apply to the products in those categories, not just your business in general.
Watch Account Health: Upload your policy in Seller Central and keep an eye out for compliance notices.
eStore Factory Tip: Do not wait for a listing to be flagged in December, when sales are at their highest. Get coverage uploaded before November 2 and keep proof on file. If you need help reviewing your catalog for compliance risk, our Amazon account management experts can help.
