Amazon is tightening the listing rules for Pan-European FBA. From September 3, 2026, every Pan-EU FBA product, new and existing, must have an active offer in the Netherlands store. From February 26, 2027, products must also have an active Belgium offer at enrollment.
According to the official Seller Central announcement, these requirements are in addition to the existing listing rules for Germany, France, Italy and Spain, and Amazon will notify sellers at least 30 days before the Belgium rule takes effect.
What exactly is changing?
Netherlands (from September 3, 2026): All Pan-EU FBA products need an active Netherlands offer to stay enrolled. Local fees apply when inventory placement is active in Germany.
Belgium (from February 26, 2027): Pan-EU FBA products need an active Belgium offer at enrollment. Local fees apply when inventory placement is active in Germany or France.
No storage requirement: You do not currently need to store inventory in the Netherlands or Belgium.
Possible exemptions: Products restricted in those stores, products that do not meet local language labelling or packaging rules, accounts temporarily deactivated there, or products with no detail page in that store yet.
Why does this matter for sellers?
Pan-EU FBA lets you ship to one or two countries and sell across Europe at local fulfillment rates. Lose enrollment and you lose that advantage, along with Prime reach in stores where you no longer have local stock. Missing offers will show up under ASINs with enrollment ending soon, which is easy to overlook in a busy Q4.
What should sellers do now?
Add Netherlands offers: In Manage All Inventory, choose Edit listing and enable the Netherlands under Manage offers in other marketplaces, or turn on a Build International Listings connection to the Netherlands.
Check your enrollment status: Review the Pan-European FBA Inventory page for ASINs with enrollment ending soon.
Prepare Belgium early: Line up Dutch and French listing content and pricing before February 2027.
Review VAT obligations: Selling in new stores can change your VAT position, so confirm with your advisor.
eStore Factory Tip: A Netherlands offer with poor Dutch content still counts, but it will not sell. Use the requirement as a reason to localize properly. Our Amazon listing translation team can localize your catalog for the Netherlands and Belgium.
